The challenge

As Ireland’s second largest city, Cork is renowned for being the country’s food capital, home to award-winning restaurants and its famous English Market. With a population of 224,004 at the last census in 2022, the city is experiencing significant economic growth, and its population is set to grow to over 335,000 by 2040, making it the fastest growing city in Ireland. Cork, as a SMART city with enabled digital services, is an important driver for the country’s economic development.

Cork City Council faced a challenge managing property records and needed a modern, customised solution in lieu of an obsolete, bespoke software system developed in the 1990s. The older software system could not meet core statutory compliance, asset management and transactional efficiency needs. With issues mounting, a strategic review commencing in 2019 deemed it crucial to overhaul Cork City Council’s property records system.

 



The solution

To streamline and enhance property monitoring and management processes, Cork City Council tendered to fully modernise the records management system, with IMGS being the preferred bidder, continuing a longtime partnership with Hexagon. Together they constructed a customised solution based on Hexagon’s M.App Enterprise – Cork City Council Property Interest Register (PIR). 

The Council’s main objective was to develop a comprehensive and future-proof system to manage the city’s land and building interests digitally and spatially. The Local Authority required a system that provides a single source of truth for property management, improving statutory compliance, as well as asset management and transactional efficiency. Cork City Council can use the PIR to streamline property management, employing custom forms to track property details, ownership, transactions and compliance. Spatial analysis will also offer insight into property distribution and development opportunities, supporting asset management.
